The four statements are listed in the order they were presented at the Citizens' Congress. The statements were prepared by Blueprint Houston' Executive Committee and overwhelmingly ratified by the Citizens' Congress. They indicate an inclusive path to implementing the vision.

Statement One:

We, the Congress, recommend that the Mayor and City Council adopt the Citizens' Agenda for Houston's Future to guide public policy, budgeting and implementation actions. Seventy nine (79) percent of Citizens' Congress participants voted for this statement. Please see bar chart.

Statement Two:

We, the Congress, recommend that the Mayor and City Council utilize the Citizens' Agenda for Houston's Future to initiate a process to develop a coordinated plan for the city's future. Eighty nine (89) percent of Citizens' Congress participants voted for this statement. Please see bar chart.

Statement Three:

We, the Congress, agree to participate with Blueprint Houston to bring the Citizens' Agenda for Houston's Future to the forefront of the public dialogue. Ninety three (93) percent of Citizens' Congress participants voted for this statement. Please see bar chart.

Statement Four:

We, the Congress, recommend that Blueprint Houston be reorganized as a citizens' coalition to facilitate the implementation of the Citizens' Agenda for Houston's Future and to monitor its progress.
